Try QuestHelper:
Its a free program that manages your quests and tell you exactly were to go on your map making it easier to do quests and level.
Other than that the only other advice i have is to play more often.

definately questhelper.
accept every quest you can, some of the drops are in the same area.
quest helper shows you where to go to complete them all with the least amount of walking. complete a group of them before turning them in, as you waste your time running back and forth for each quest.
accept the hard ones, then have a higher level blow you through it, most are willing to help if you are actually trying.
also, know where to quest. do a search for a levelling guide to show what areas to go to for quests.
